The Shimushu-class coastal defense ships (Shimushu, Kunashiri, Hachijo, and Ishigaki) were built primarily for northern patrol duties, with the first ship, Shimushu, commissioned in June 1940. Because the Naval Construction Department was concentrating on the construction of capital ships, the design was entrusted to the ship planning division of Mitsubishi Heavy Industries. To cope with the northern seas in winter, the hull had an ice-resistant structure, and was equipped with de-icing equipment and cold-weather facilities, and was designed so that it was possible to move from the bow/bridge to the stern without going out onto the open deck even in rough weather.
After the outbreak of war, Shimushu participated in the Malayan landing operation and subsequently engaged in convoy escort duties. After the war, it was used as a repatriation transport ship before being handed over to the Soviet Union as a war reparation ship in July 1947.
