Kawanishi's proposed modification plan to convert the Kyofu seaplane fighter, which was under prototype development at the time, into a local fighter was approved by the Navy, and prototype development was approved at the end of December 1941 as the provisional No. 1 local fighter.
The engine was Nakajima's new Homare model, and the first prototype made its maiden flight on December 31, 1942, one year after development began.
After that, the aircraft's name was changed to Shiden prototype, and development of prototype aircraft continued.
Because the Shiden was a mid-wing monoplane, the main landing gear was very long and had a complex two-stage retraction mechanism.
Its most distinctive feature was the automatic combat flaps inherited from the Kyofu, which would lower during dogfights requiring a large amount of lift and raise in the opposite situation.
The Shiden 11 Model A (N1K1-Ja) was officially adopted in November 1944.
The two 7.7mm machine guns in the nose were eliminated, leaving only the muzzles.
