In 1945, the Navy ordered the Aviation Bureau to develop a special local fighter aircraft as a countermeasure against air raids on mainland Japan. The Aviation Bureau accepted this order and began development in March of an anti-aircraft guided missile that would be controlled by radio, with engineer Yujiro Murakami as the chief designer. Unlike conventional anti-aircraft missiles, this aircraft did not carry explosives and instead used the ramming front of its fuselage to destroy enemy aircraft by ramming them, making it a weapon closer to an unmanned aircraft than a missile. The aircraft's design was based on that of the Shusui rocket local fighter, and it was a tailless aircraft with a mixed wood and metal structure and swept wings, hence it was called the \"Shusui-type\". The fuselage was shell-shaped, and the structure of the fuselage tip and the leading edge of the main wing were strong and sharp in order to be used as a ram. The aircraft was planned to use solid-fuel rockets for propulsion, launch from a rail-type launch pad, ignite the rockets, ascend under radio guidance, reach an altitude of 9,000m in just under 100 seconds, ram enemy aircraft, glide and land under radio guidance, and then return to base with a replacement rocket for reuse. The aircraft was planned to be manufactured by Kawasaki Aircraft, but the project was canceled when the war ended while the production drawings were being created.
