The I-13 class (Type A Modified 2) was planned as the second ship of the I-12 class (Type A Modified 1), a quasi-sister ship with a simplified engine, based on the I-9 class (Type A), which was built as a flagship submarine equipped with a seaplane reconnaissance aircraft.
However, the number of I-400 class (Special Submarine) aircraft carriers to be built was reduced due to wartime material shortages, and in order to compensate for this, the design was significantly changed to allow for the carrying of two Seiran seaplanes.
The bridge was moved to the left side to accommodate the enlarged hangar, and it was equipped with catapults and a large crane similar to those of the Special Submarine.
In addition, modifications such as the addition of bulges to the hull were made to ensure stability in response to the increased displacement, and the I-13 entered service in December 1944, followed by the I-14 in March of the following year, 1945.
The two submarines, I-13 and I-14, transported disassembled Saiun reconnaissance aircraft in preparation for the attack on Ulithi Atoll by the submarines I-400 and I-401 on the American task force, and sortied towards Truk Air Base for the purpose of reconnaissance of the area.
I-14 safely reached Truk, but I-13 went missing, and the attack on Ulithi never materialized before the end of the war.
