The prototype, developed as a zero-strike successor, did not achieve satisfactory results due to the lack of power of the launcher engines, and was in danger of being discontinued in the summer of 1919. This is where Mitsubishi decided to switch to the self-propelled launcher engines it had claimed from the beginning of development. Two months later, when flight tests were conducted, significant performance improvements were confirmed and hopes for mass production were attached.
